Employees owed small amount of unpaid wages, generally less than a few thousand dollars, may be best served by filing their wage dispute with the Labor Commission.
If the pay practice effected multiple people, even if the unpaid wage is small, it is worth consulting with an experienced wage and hour lawyer to see if you might be able to file a group action for wages, class action for unpaid wages, or a Private Attorney General (PAGA) action to recover wages for the group or all of the people effected by the wage problem.

The official name for the Labor Board is the Department of Industrial Relations abbreviated DIR which stands for The Division of Labor Standards Enforcement (DLSE). This is where employees should go if they are owed a small amount of wages. The DLSE is probably better than small claims court. Bringing a lawsuit through a private lawyer to collect one paycheck, or a few hundred dollars in pay is generally not practical. If the employer is still in business and the unlawful pay practice effected many people it might be a case a private lawyer can take on without any fees or costs up front; contingency representation.

Labor Boards are government agencies aimed at assisting employees in recovering wages their employers owe. In California the Labor Commissioner is part of the Department of Industrial Relations. This administrative agency helps interpret California labor laws. They are also capable of fining employers who violate California Labor laws. Private lawyers are best utilized for large wage disputes and disputes that involve multiple employees. Now with the Private Attorney General Act (PAGA) employee labor lawyers are able to sue employers and receive penalties the employee gets a portion of when the DLSE (a branch of the government) would normally obtain money for such penalties.
